Is AA the same as rehab?

What does a sponsor actually do?
One member helping another, which is the whole of the arrangement. A sponsor's only qualification is having done it, which is also the only one the role needs. A larger meeting gives you more people to choose between.
Can I go to a meeting if I am still drinking?
Yes, and nobody will test you at the door. What a group can offer is a chair and an hour, which is not nothing and is not medical care. An open meeting is the easiest first visit and the labels say which those are.
